P. David Freeburn, Ph.D.

Dr. P. David Freeburn is a theorist, consultant, and systems strategist specializing in Socio-Psycho-Bio Conflict Frameworks and Contextual Applications in Behavioral Dynamics. Withmore than 23 years of service across private and governmental sectors, his work centers on socio-cognitive educational interventions that address employment, education, and community integration, particularly for justice-involved and system-impacted individuals seekingacquisition, retention, or advancement of skills necessary for productive community living.

Dr. Freeburn’s contextual approach examines the dynamic relationship between individuals andtheir physical, cognitive, and social environments, while also accounting for broader socio-cultural and environmental influences on development. His work integrates person-centered,coordinated, and integrated care models to promote equitable, evidence-driven outcomes inhealthcare and human services delivery systems.Through his Socio-Psycho-Bio framework, Dr. Freeburn systematically analyzes the complexinteraction of social, psychological, and biological factors that shape health, illness, behavioraladaptation, and conflict. His interdisciplinary models draw upon evolutionary science, neurobiology, and social-psychological theory to examine how human conflict emerges as an adaptive mechanism related to social safety, resource allocation, and group identity. Within thisparadigm, he advances the understanding that conditions such as Autism Spectrum Disorder (ASD) are not merely behavioral deficits, but multi-systemic, heterogeneous, anddevelopmental conditions requiring integrated and responsive intervention strategies.

Dr. Freeburn earned his Bachelor of Science from Virginia Commonwealth University and a Master of Science from Central Michigan University. He holds a Ph.D. from Nova SoutheasternUniversity, where he employed a Descriptive Phenomenology research design that led to thedevelopment of his Theory of Socio-Psycho-Bio Dissonance. He has also completed numerousprofessional certifications through private universities and military colleges, further strengthening his interdisciplinary perspective. His actionable research and consulting services are designed to improve educational outcomes for five of the thirteen disability categories identified under the Individuals with Disabilities Education Act (IDEA): autism, emotional disturbance, intellectual disability, multiple disabilities, and specific learning disability. His investigations aggressively examine intrastate marginalization policies and align with broader national efforts to identify and dismantle barriers to employment and economic self-sufficiency for individuals with criminal records.

Currently, Dr. Freeburn leads and collaborates on initiatives focused on enhancing educational attainment and employment trajectories for adolescents and adults facing lifespan challenges, including emotional and behavioral disorders, neurodivergence, and twice-exceptionality. Hiswork advances equitable access to opportunity by aligning research, policy, and practice toempower individuals as appropriately compensated, productive employees and engagedcitizens.
